Opening the Third Annual Bespoke Training for State Attorneys in Arusha on Wednesday, Attorney General Hamza Johari said a modern, well-equipped legal service is critical to negotiating complex investment and natural resource agreements, protecting national interests and creating a predictable environment for investors.
"We want you to recognise that the law is a vital tool for economic transformation and the foundation of our journey towards Vision 2050," Mr Johari said.
He urged state attorneys to strengthen their expertise in contract management, commercial negotiations and legal risk management to support large-scale infrastructure, energy and strategic investment projects.
According to Mr Johari, Tanzania's goal of becoming an upper-middle-income economy under Vision 2050 will depend on a robust legal framework that safeguards national interests while providing investors with confidence, transparency and regulatory certainty.
"The success of Vision 2050 will largely depend on the commitment, professionalism and capacity of state attorneys to spearhead the legal reforms needed to underpin national development," he said.
The three-day programme is equipping government lawyers with advanced skills in negotiating investment and natural resource contracts, managing legal, economic and political risks, and strengthening institutional capacity to support the country's development agenda.
Mr Johari also highlighted emerging legal challenges associated with artificial intelligence, including the spread of sophisticated misinformation and disinformation, calling for legal professionals to remain responsive to rapidly evolving technologies.
More than 500 participants from ministries, government agencies, local government authorities and other public institutions are attending the training under the theme, "Repositioning State Attorneys for Strategic Legal Leadership in Realising Tanzania Development Vision 2050."
Chief Parliamentary Draftsman Onorious Njole said the strong participation reflects the government's commitment to strengthening legal institutions that underpin economic transformation, while Director of Legal Coordination and Advisory Services Neema Ringo said the programme will equip state attorneys with practical skills to support legal reforms and the effective implementation of Vision 2050.
As Tanzania pursues ambitious investments in infrastructure, energy, mining and industrialisation, the government is positioning legal reform as a key pillar for improving investor confidence, strengthening contract governance and supporting sustainable economic development.
